My response:

The plus symbol, “+” means augmented. It does mean ‘also add the 9th’.

If the A7+9 has an augmented ninth, that means the ninth is raised by a half step.

The 9th would be a B, up a half step that becomes a B# (same enharmonically as a C natural)
